Task Description Original feature request was promoted to a task

Feature request description:
This was an idea i was originally thinking off for the RP Server.
an adaption of Scarface's Phone idea.

then i thaught, wait, a menu pad could be used in all PS Servers.

so this is to be a script that will take Snap-In scripts. much like how helpmanager works.

so this could be a menu for all scripts.

t would have a tree system on he left and the options on the right.

the attached preview image shows what it would look like with Speedo's options appearing in it.

{ Description } New design required as the RP project has been changed. Maybe an advanced PDA, and this can take over the userpanel in race/other gamemodes.
