{ Description } Done, but has not gone through heavy testing.

Players that Auto-login will skip the login GUI, but the Rules window will show every time regardless.

The current copy is on the test server, waiting to be copied to the race and DM servers. It requires a line in acl.xml, so has to be done when the servers are offline.
