because it will be possible to steal others cars (if unlocked) a good idea would be Insurance.

where people have the option to buy car insurance when they buy their car. if they spend more for insurance, the car gets replaced by the insurance company when its stolen, or destroyed by others.

they will not replace the car if the Owner destroys it however.
